What is the Vehicle Adaptation Scheme?
The VAS is a new financial support scheme aimed at people who cannot use public transport, or who need a private vehicle to get to and from public transport, due to a disability.
It forms part of the government’s National Human Rights Strategy for Disabled People. Minister for Transport Darragh O’Brien said the framework would help “remove barriers to mobility and make transport more accessible for many people with disabilities, in particular those with difficulties in accessing public transport”, while Minister of State Jerry Buttimer said it would help people “to travel more independently and, importantly, remain connected to their communities.”
Will I have to pay for the adaptations myself?
No. The Department of Transport has confirmed that applicants will not be means-tested and will not be required to pay for the adaptation work upfront.
Minister Canney said the scheme is intended to be simple to access and use, and to make it practical and reliable for people to get the adaptations they need.
How will the Vehicle Adaptation Scheme work?
Drivers or passengers who need vehicle adaptations will apply for financial support, naming a supplier chosen from a pre-approved list to carry out the work. Once an application is assessed and approved, the applicant receives a grant approval letter, with a copy also sent to the chosen supplier.
The applicant then arranges for the supplier to carry out the adaptation. After the work is finished, the supplier provides the applicant with the relevant modification details, including technical information and supporting documentation.
This is then submitted as part of the claim, and once verified, payment is made directly to the supplier on the applicant’s behalf.
Does this replace any existing supports?
No. The Department has confirmed that the Vehicle Adaptation Scheme is a standalone support and does not replace the existing Disabled Drivers and Disabled Passengers Scheme, which is operated separately by the Department of Finance.
When can people apply?
The scheme is due to open for applications in early 2027. The Department says further details of its administration and delivery will be finalised in the coming weeks, with full details to be published once they are agreed.
