Should a used car have an NCT before I make an offer?

The question

I viewed a car in a respected garage, but the NCT expired in March 2014. Should it have an NCT before I consider making an offer?

Hi Bryan,

That's probably a sign of the dealer having difficulty shifting the car, rather than anything being wrong with it. It means there's probably leeway for negotiation though and I'd go in there offering considerably lower than the asking price, plus stipulating that the dealer puts the car through its NCT.
